 Steps to get C of O of Abia state Government 



Obtaining a Certificate of Occupancy (C of O) in Abia State can now be completed within 30 to 60 days under the state's MASS TITLING initiative, aimed at reducing bureaucratic delays. Applications can be submitted through the Land Use and Allocation Committee (LUAC) or Zonal Land Offices in Umuahia and Aba. 

 

Here are the steps and requirements:

1. Requirements Checklist

Before initiating the process, ensure you have the following documents: 

Completed Application Form: Collected from the Ministry of Lands, Survey & Urban Planning.

Evidence of Ownership: Such as a Deed of Assignment, Purchase Receipt, or Power of Attorney.

Survey Plan: A genuine survey plan produced by a Registered Surveyor.

Tax Clearance Certificate: Current Tax Clearance from Abia State Internal Revenue Service (ABIAIRS) for individuals, or FIRS for corporate bodies.

Identification: Two (2) passport-sized photographs (individuals).

Corporate Documents: Certificate of Incorporation and company logo (for corporate bodies).

Site Documents: Fencing permit and/or Building Plan Approval from the Town Planning Authority (if developed).

Special Reports: Police Report and Fire Service Report (required specifically for Petrol Filling Stations). 

2. Submission Process

Obtain Form: Collect the application form from the LUAC or Zonal Land Offices (Umuahia or Aba).

Submit Documentation: Submit the completed form along with the requirements above to the Customer Service Unit at the Abia State Secretariat, Ogurube Layout, Umuahia, or the Aba Zonal Lands Office at No. 2 Industry Road, Off Ikot Ekpene Road, Aba.

Site Inspection: Zonal Officers (Lands, Survey, and Town Planning) will conduct a physical inspection of the land. 


3. Payment of Fees

All fees must be paid into a designated State IGR account using the Abia State Security Identification Number (ABSSIN).

Fees include: Application fee, Inspection fee, Charting fee (N5,000), Administrative fee (N5,000), Survey Description fee (N2,500), Registration fee (N15,000), Deeds fee (N10,000), and Special/Consent fees.

Payment Verification: Electronic receipts must be attached for file processing. 

4. Processing and Approval

File Processing (ABIAGIS): The Deeds Registry/ABIAGIS confirms the title and prints the C of O.

Recommendation: The file is recommended for the Governor's approval.

Governor's Signature: The Governor signs the C of O.

Collection: The document is returned to the Ministry and dispatched to the applicant.
